Abstract: A number of countries around the world are beginning to take “Carrot and/or Stick” measures to reduce plastic bag waste (WWW.ZEROWASTE.CO.NZ ). For example, consumers in Ireland are charged 15 euro cents /bag to discourage the use of disposable plastic bags.

A number of countries around the world are beginning to take “Carrot and/or Stick” measures to reduce plastic bag waste (WWW.ZEROWASTE.CO.NZ ). For example, consumers in Ireland are charged 15 euro cents /bag to discourage the use of disposable plastic bags. Consumers in Mumbai, India, use recycled paper bags or fabric bags (cotton or jute) because the use of plastic bags has been banned altogether. Declaring war on the “white pollution” choking its cities, farms and waterways, China is banning plastic shopping bags effective from June 2008. San Francisco city council has recently passed the plastic bag reduction ordinance, a first legislation in any U.S. city, which requires supermarket grocery stores to use biodegradable bags of any material that is not derived from crude oil or petroleum. Both Britain and France are in process of following the San Francisco’s lead. Starting in July 2008, even the pharmacy chains in California would have to comply with this law. Stores that don't comply face fines starting at $100 for a first violation. Penalties increase to $200 for a second violation in the same year and to $500 thereafter.
